I have heard that sometimes mounting the bars solid without the rubber cushions can actually decrease vibration. Don't know if it works, and don't know how to do it, but you might try it. I suppose it might have something to do with less flex in the mounts. There are lots of bar mounts in bike catalogs, maybe a set of those would work ?
